Howard S. Schiffman has been an international lawyer and consultant to NGOs and
other international organizations in such areas as the law of the sea, marine conservation law and
policy and international dispute settlement. He earned a J.D. from Suffolk University Law
School in Boston, a LL.M. in International and Comparative Law from George Washington University
Law School and a Ph.D. from the University of Wales, Cardiff Law School (Wales, UK). He is admitted
to practice law in New York State. Prior to coming to NYU-SCPS, he taught at Yeshiva
University in New York City and was a staff attorney with the Legal Aid Society of New York.
